Xaverion Senate
The Xaverion Senate
The Xaverion Senate is the central legislative body of the Xaverion Order. It is responsible for debating and passing laws that apply across all recognised islands of the Xaverion archipelago.
The Senate convenes on the island of Xaveri, where its members reside during active sessions.
Authority and Role
The Xaverion Senate:
- Drafts and votes on laws that apply to all recognised member islands
- Oversees matters of inter-island governance
- Appoints certain officials within the Xaverion Order where mandated by treaty or law
All laws passed by the Senate are subject to interpretation and enforcement under the authority of the Xaverion Court.
Senate Composition
The Senate consists of 19 seats, ensuring that all votes are decided by majority and that tied votes are impossible.
Representation is island-based, with additional seats granted to the four recognised faiths. Seats are fixed by treaty and long-standing precedent.

Andoran does not hold independent representation and is considered an extension of Naquart for Senate matters.
Faith Representation
Each of the four dominant faiths holds one Senate seat:
These seats provide representation but do not grant governing authority over the Senate as a whole.
Appointment of Senators
- Each recognised island appoints its own senators through its local government
- There are no direct Senate-wide elections
- Faith seats are appointed by their respective institutions
- All senators hold a single vote regardless of appointing body
Voting
- Total seats: 19
- A simple majority (10 votes) is required for a law to pass
- Due to the odd number of seats, a tied vote is not possible
Once a matter reaches a formal vote, it must resolve as either accepted or rejected.
The House of Senate
All sitting senators are assigned private quarters within the House of Senate on Xaveri. These quarters serve as:
- Residence during Senate sessions
- Offices for official duties
- Secure spaces for consultation and record-keeping
