Brothels

Brothels are established businesses offering paid sexual companionship and private spaces for adult guests. They exist throughout the Xaverion Islands and vary greatly in size, clientele, atmosphere and the services they provide.

Some are small establishments with only a handful of workers and rooms, while others combine companionship with bars, lounges, bathing facilities or other adult entertainment. Individual brothels develop their own rules and reputations according to their owners, workers and the communities in which they operate.

The House of the Eternal Dawn belongs to the same wider pleasure industry, but its size, noble estate, entertainment facilities and extensive grounds place it far beyond what would normally be considered an ordinary brothel.

Sex Work and Consent

Working within a brothel does not constitute permanent consent.

Workers determine which customers they accept and what services they are willing to provide. Agreeing to one sexual act does not imply agreement to another, and accepting payment does not remove someone's right to change their mind or stop an encounter.

How effectively those rights are protected varies considerably between establishments.

This difference is one of the primary reasons the Dawnstrider Order became so closely associated with brothels and other adult businesses.

Dawnstrider-Protected Brothels

Roughly half of the openly known and established brothels within recognised settlements of the Xaverion Islands operate under Dawnstrider protection.

Most of these establishments are independently owned.

Joining the protected network is voluntary. A brothel that does so agrees to uphold the Dawnstriders' requirements concerning consent, worker safety, freedom from coercion and the right of workers to refuse customers or particular services.

Depending upon the establishment, Dawnstriders may be assigned to provide protection or maintain a regular presence there.

Protection by the Order does not make an establishment property of House Dawnstrider.

House Dawnstrider-Owned Brothels

House Dawnstrider owns only a relatively small portion of the Xaverion Islands' brothels, probably less than ten percent of the openly established businesses.

These establishments follow the same principles associated with Grov's wider pleasure network, with consent and worker protection treated as fundamental requirements.

House ownership and Dawnstrider protection should therefore not be confused. A brothel may be protected by the Dawnstriders while remaining entirely independent of Grov and House Dawnstrider.

Safe Points and Sources of Information

Dawnstrider-protected brothels can also serve as discreet points of contact with the Order.

A worker or visitor who needs help can approach a Dawnstrider there, while information concerning suspicious customers, missing people, narcotics, coercion or other troubling activity may also reach the Order through these establishments.

Their role as trusted contact points sometimes extends beyond those working in the adult industry. Informants and even members of other authorities may quietly pass information through a protected brothel when they cannot pursue a case openly themselves.

This has made parts of the protected network an important source of information for Dawnstrider investigations.

Outside the Protected Network

Not every brothel operates under Dawnstrider protection.

An independent establishment is not automatically abusive or criminal simply because it has chosen not to join the network. Many legitimate brothels operate according to their own rules and security arrangements.

The Dawnstriders become interested when there is evidence of coercion, trafficking, narcotics being used to control people, sexual assault, workers being prevented from leaving, or similar violations of consent and bodily autonomy.

Consensual adult sex work itself is not what the Order opposes.

Hidden and Illegal Operations

The number of openly established brothels does not represent the entirety of Eonil's adult industry.

Criminal organisations rarely advertise exploitative operations as legitimate brothels. Trafficking sites, hidden pleasure houses, criminal fronts and other illegal establishments may exist in undisclosed locations or disguise their true purpose behind otherwise ordinary businesses.

Such operations are not included when referring to the proportion of brothels under Dawnstrider protection, because many are not publicly known to exist at all.

Finding these hidden operations is one of the primary focuses of the Dawnstrider Order.

Investigations may begin with missing people, repeated sexual assaults, suspicious narcotics, reports from sex workers, information gathered undercover, or seemingly unrelated incidents that reveal a larger pattern.

Brothels and the Dawnstriders

The close relationship between brothels and the Dawnstrider Order partly developed because sex workers are not always treated seriously by other authorities when reporting violence or sexual assault.

For the Dawnstriders, a person's profession does not lessen the seriousness of rape, coercion or abuse.

A sex worker can consent to sex with one customer and be raped by another. They can agree to one service and refuse another. Their work does not diminish their right to determine what happens to their own body.

That principle lies at the centre of the protections offered by the Dawnstriders and explains why many brothel workers are willing to approach them when something goes wrong.
